Portland Port : Development of Deep Water Berth

Portland Port are undertaking a major construction project for the demolition of the existing “Deep Water Berth” and its redevelopment, under Marine Licence L/2011/00001/4, the 2010 Portland Harbour Revision Order.

The works, which involve the demolition of the existing pier structure and the piling and infill of a new solid quay structure, will allow for growth of Portland Port’s cruise and cargo handling operations along with continued service provision to vessels including those from the Royal Fleet Auxiliary and Royal Navy.

The development will take place to the North of Coaling Pier Island, with the extent of the works shown in red in the included figure.

Works under the marine licence are due to commence 1st October 2022, with works to be completed by the end of April 2023, although heavy works are expected to be completed by March 2023.

The following hours of operation will be observed:

  • Mondays – Fridays: 07:00 – 19:00
  • Saturdays: 08:00 – 13:00
  • Sundays and Bank Holidays: No working.

Although project associated traffic onto Portland and through Castletown is inevitable, transport of construction material along the public road network will be avoided where viable through delivery via sea or along non-public road routes.

A large proportion of infill material has already been imported and stored on the port estate with the remaining material due to be brought through Incline Road avoiding public roads. This removes the need to transport material down through Fortuneswell and Castletown and the associated impacts that would cause.

Portland Port have worked closely with Dorset Council Environmental Health to mitigate the noise impact of the works by employing best practicable means at all times to reduce noise to a minimum. Recognising the measures Portland Port have put in place, Dorset Council have issued prior consent for the works under section 61 of the Control of Pollution Act 1974.
