Davie Defense Unveils Vision for “American Icebreaker Factory” in Texas

Davie Defense Inc., the newest subsidiary of Davie Shipbuilding’s parent company Inocea Group, has revealed initial details of its ambitious “American Icebreaker Factory” project, which could take shape at the historic Gulf Copper shipyard in Galveston, Texas.

The concept follows Davie Shipbuilding’s June announcement of its plans to acquire Gulf Copper & Manufacturing Corporation’s shipbuilding assets in Galveston and Port Arthur, Texas. The company committed to invest $1 billion to modernize and expand the facilities, boosting their capacity for advanced shipbuilding.

Developed in collaboration with Miami-based Pearlson Shiplift—an engineering leader that has spearheaded projects for major U.S. shipbuilders including BAE Systems, Austal USA, and Fincantieri Marinette—the American Icebreaker Factory is positioned as a transformative project for U.S. shipbuilding.

Driving Jobs and Capacity
According to an independent study, the project could directly create more than 2,000 skilled jobs and support an additional 7,000 positions across the supply chain, once key strategic shipbuilding programs are secured.

At the center of the plan is the Davie Defense Arctic Security Cutter (ASC), a fourth-generation, fully developed polar icebreaker design. With seven vessels already operational worldwide, the ASC is ready to build and meets all current U.S. Coast Guard mission requirements. In partnership with Helsinki Shipyard, Davie Defense says the first ASC could be delivered in just 26 months.

“Our mission is to invest in efficient U.S. shipbuilding capacity and rapidly deliver the ships America needs,” explained Skvaria. “We’ve already built the ASC hull seven times, which means we can deliver new American ASCs quickly while transferring Finland’s unmatched icebreaker expertise to the U.S. This approach offers America a proven path to expand naval capabilities through enduring business models and adaptable designs that evolve with the nation’s needs.”
